Downtown Façade Grant Program

Applications for FY 24 are closed and will reopen in July for FY 25.

Facilitated by Main Street Hartsville and sponsored by the Byerly Foundation, this program provides funding to be used by downtown businesses for replacement of exterior signage or awnings, and repainting building exteriors. The Downtown Façade Grant Program will fund the following projects:

  • Replacement of wall-mounted signage with projecting signage
  • Replacement of several advertising signs at one location with a signal advertising sign
  • Signs designed by a sign professional
  • Repainting of exterior buildings that are faded or chipping
  • New awnings or canopies
  • Beautification items to improve the exterior appeal of a business

This grant funds 60/40 (Main Street Hartsville reimbursing 60%) of the project with a maximum reimbursement of $2,500 for building improvements. Businesses are eligible only one time for each year.

Downtown Beautification Grant Program

Facilitated by Main Street Hartsville and sponsored by the Parking, Beautification, and Business Improvement Commission, this program provides funding to be used by downtown businesses for general downtown beautification projects. This grant funds 60/40 (Main Street Hartsville reimbursing 60%) of the project with a maximum reimbursement of $500 for beautification improvements. Businesses are eligible only one time a year.

Bailey Bill

The Bailey Bill is used by the city as an economic development tool that enables historically designated property owners to freeze property taxes for a set number of years. Once the property has been rehabilitated, the property taxes do not reflect the improved value. This tool encourages improvements to historic buildings to help offset increased rehabilitation costs that can be associated with historic properties.
