Downtown Facade Grant Program
Sponsored by the Byerly Foundation and the Hartsville Parking, Beautification & Business Improvement Commission, this program provides funding to be used by downtown businesses for replacement of exterior signage or awnings, repainting building exteriors, outdoor dining, and other projects. This grant funds 60/40 (Main Street Hartsville reimbursing 60%) of the project with a maximum reimbursement of $1,000. Businesses are eligible only one time for each year. Email mainstreethartsville@gmail.com to check if funds are still available.

Bailey Bill
The Bailey Bill is used by the city as an economic development tool that enables historically designated property owners to freeze property taxes for a set number of years. Once the property has been rehabilitated, the property taxes do not reflect the improved value. This tool encourages improvements to historic buildings to help offset increased rehabilitation costs that can be associated with historic properties.
