Downtown Beautification Grant Program

The Beautification Grant Program supports smaller-scale exterior improvements that enhance the visual appeal of downtown Hartsville. Sponsored by the Parking, Beautification, and Business Improvement Commission, the Downtown Beautification Grant Program will reimburse project costs up to a maximum of $500.

Grants will be awarded on a first-come, first-served basis until all available funding for the current fiscal year has been committed. Individuals and business owners who wish to be considered for a grant must complete and submit a formal application.

Typical projects include:

  • Exterior building improvements (cosmetic/structural), signage, lighting, and outdoor furniture that are visible from a public street, alley, sidewalk, or parking area

  • Landscaping or planter installations

  • Fees for architects, engineers, or other design consultants

Bailey Bill Incentive Program

The Bailey Bill is a historic preservation incentive used by the City of Hartsville to encourage the restoration of designated historic properties. Property taxes are frozen at pre-improvement values for a specified number of years, helping to offset renovation costs while preserving the downtown character.

This economic development tool benefits property owners looking to invest in downtown Hartsville’s historic buildings.
