Façade & Signage Program
Sponsored by the Byerly Foundation, this program provides funding to be used by downtown businesses for replacement of exterior signage and repainting of building exteriors. This program provides up to 60% of costs not to exceed $1,000 unless pre-approval or special conditions warrant (i.e. large building with two facades and awnings or a corner building). Provided by the Hartsville Parking, Beautification & Business Improvement Commission, this incentive provides tables, chairs, umbrellas (navy, yellow, black) and stands to be set up outside of your restaurant or shop.
Business Beautification Program
Also provided by the Hartsville Parking, Beautification & Business Improvement Commission, this incentive provides items such as planters or window boxes, benches, chairs, joggling boards or other approved items of interest that may encourage shoppers to enjoy your business and venture inside.
The Bailey Bill is used by the city as an economic development tool that enables historically designated property owners to freeze property taxes for a set number of years. Once the property has been rehabilitated, the property taxes do not reflect the improved value. This tool encourages improvements to historic buildings to help offset increased rehabilitation costs that can be associated with historic properties.
We offer awesome gift certificates redeemable at tons of our partner businesses in Downtown Hartsville. Gift certificates can be ordered in any amount above $10.
Facade Grant Program
This grant program provides funding to be used by downtown districts for replacement of exterior signage and repainting of building exteriors. Funds will be provided for new signs and paint through an application and review process.
Your Hartsville Farmers Market is on every second Saturday Downtown on E Carolina Ave from 9 A.M. to 1 P.M. and features local produce, craftsmen, non-profit organizations, and fun food!
Downtown Block Party
Main Street Hartsville’s Downtown Block Party series occurs in the spring and fall of each year on East College Avenue in your Downtown. Each of the events is on a Thursday evening and will begin at 6 p.m.

Beware! Mummies, bats, princesses pirates, superheroes and ghosts are about to creep our streets! Pack up the broomstick and bring your favorite little monster to free trick-or-treating among downtown Hartsville’s shops, restaurants and businesses.
